Elmer was born about 1869 (1) in Madison, Madison Co, New York. He did not marry. The United States Federal Census shows Elmer was an inmate of Bighampton State Hospital. Roger Luther has an excellent website on Bighampton State Hospital (Formerly Bighampton Asylum for the Chronic Insane). It is not known if Elmer was buried at the hospital.
